Strategy for Calif. Energy crisis
Calling California's experiment with electricity de
regulation "a colossal (巨大的) and dangerous failure", Go
v. Gray Davis vowed to improve power supplies and save
huge public utilities from bankruptcy(破产).
Davis, addressing California's spiraling (盘旋形的) pow
er crisis in his annual "State of the State" speech to
the legislature, said "the time has come to take contro
l of our own energy destiny."
Davis' speech outlined a number of moves aimed at i
mproving power supplies in California, the nation's mos
t populous(人口稠密的) state which has lurched into crisis i
n recent months as major utilities struggle to cover th
e gap between soaring wholesale power prices and capped
prices they can charge consumers.
The governor blasted as "irresponsible" the notion
that the state's two biggest utilities, Southern Califo
rnia Edison, a unit of Edison International, and PG&E C
orp. subsidiary Pacific Gas and Electric, could be allo
wed to slide into bankruptcy. (Reuters) |
