Bolivia carried out its first census in nine years, telling tax-wary citizens to"reply truthfully"as daily life came to a standstill and bus and rail travel was prohibited. Over 150,000 census officials were surveying an estimated 8.3 million inhabitants dotted across the Andean highlands and remote jungle villages in one of the poorest countries in the western hemisphere. Many Bolivians are fearful of being counted and of giving personal information to government officials because millions work in the informal economy and do not declare all their income to tax collectors. They fear the census will lead to tougher tax enforcement. Police took control of towns under an effective curfew, forbidding most Bolivians from leaving their homes and banning the sale of alcohol. The country's borders were also closed. President Jorge Quiroga, a technocrat who analysts say wants to modernize a country in which two-thirds of the population lives in extreme poverty, told citizens to "respond truthfully" to census counters. The government, which has rarely conducted such counts in the past, will use information gathered in the census for planning social and economic programs.
