The 21st century-characterized by knowledge-based economy-is approaching,bringing with it competition in science and technology as well as talent hunting. Approved by the State Council officially in June 1999, the Zhongguancun Science Park was set up for the purpose of implementing the Strategy of Rejuvenating China through Science and Education, another step for the cross-century development of China following the setting-up of the Shenzhen Special Economic Zone in the 1980s and the development and opening-up of Pudond in 1990s.

　　Zhongguancun, an area with a high concentration of scientific and educational institutions and intellectual resources, is unparalleled in China and there are few comparable in the world either. Zhongguancun contains 68 institutions of higher learning with different disciplines and accomplishments, represented by Beijing University and Qinghua University, with a total enrolment of 300,000 students. Likewise, there are 213 research institutions, as exemplified by the institutes of the Chinese Academy of Sciences, and 37% of the members of both the Chinese Academy of Science and the Chinese Academy of Engineering are in this area. Each year, thousand of sophisticated research discoveries emerge from this area and pour out to all places throughout China. The largest national library in Asia is also situated here, and so is China's largest software production base . Zhongguancun, therefore, has the obvious advantage and great potential to take the lead in the development of China's knowledge-based economy.

　　The Zhongguancun Science Park incorporates the Haidian Zone, Fengtai Zone, Changping Zone, Electronic Zone and Yizhuang Science & Technology Zone. The central area covers a planned area of about 280 square kilometers. Situated in this area are over 8,000 high and new technology enterprises represented by Legend, Stone and Founder, which includes more than 1,400 enterprises and R&D institutions invested by such noted trans-national corporations as IBM, Microsoft and Mistubishi. The State Council and Beijing Municipal Government have worked out a series of policies aimed at providing assistance, an important foundation for the building of a first-rate science park by world standards and with Chinese characteristics.

　　Development Patterns of Zhongguancun Science Park's Five Zones

　　Situated in Changping District with a projected area covering 5 square kilometers, the Changpin Zone has an industrial structure centering a round new medicaments and bioengineering with 1,000 enterprises..

　　The Haidian Zone is right in the Zhongguancun area known as the Science City with a projected area of 340 square kilometers. Over 6,500 enterprises in the area form an industrial structure of high and new technology, mainly in electronic information, bio-engineering, integration of optical, mechanical and electrical engineering and new materials. It is also a commercial center of new and high tech achievements as well as an R&D center.

　　The Electronic Zone is in the Jiuxianqiao area of Beijing with a projected area of 10.5 square kilometers. As a base of the reform of old enterprises, it focuses on the development of high and new technology, primarily electronic information.

　　Fengtai Zone is expected to cover an area of 5 square kilometers. With about 1,400 enterprises, it has turnedsintosa base of high and new technology industries hinging on the integration of optical, mechanical and electrical engineering.

　　Located near the starting point of the Beijing-Tianjin-Tanggu Motorway, as an industrial base with extroversion enconomy and technology-intensive industries, Yizhuang Science & Technology Zone focus on high and new technology industries such as the integration of optical, mechanical and electrical engineering, bio-medicaments, etc.

　　Strategy of Zhongguancun

　　In pursuit of rules of market economy and knowledge based economy, and taking people as prime importance and regarding enterprises as a center, it shall be given full play to advantages of universities, research institutes and high tech companies so as to realize innovation and to expedite the development of high tech industries, by implementing the administrative system of small government, big service network.

　　Land Use Plan

　　The land use plan covers the central area, the development area and the radiating area.

　　The central area stretches from Xizhimen Dajie in the south to the First Ring Motorway in the north, and from the Beijing-Miyun Water Channel in the west to Badaling Expressway in the east. It is expected to cover an area of 75 square kilometers, covering in it the Chinese Academy of Science, Beijing University, Qinghua University and the Western Area of Zhongguancun .

　　The development area covers the northern section of Haidian District and Qinghe area as well as Xisanqi area and Huilongguan area of Changping District, with an area of 280 square kilometers. Starts from the Shangdi information industry base, it stretches northward along Badaling Expressway in the form of clusters.

　　The radiating area includes "one circle and two lines.?The "one circle ?refers to a circular-shaped high tech industry park in the urban area, covering the Electronic Zone, Yizhuang Science & Technology Zone, the Fengtai Zone and Changping Zone. The搕wo line?are the Badaling Expressway and the Beijing-Miyun Route, of which are the radiating areas in the direction of Shahe, Changping and Nankou on the one hand and of Shunyi, Huairou and Miyun on the other.

　　Industrial Plan

　　Focusing on the special industry such as software, information service and manufacturing, Zhongguancun Science Park devotes to advance the pillar industry such as electronic information, the integration of optical, mechanical and electrical engineering, bio-engineering and new medicaments, new materials as well as environmental protection. The related services will be boosted at the same time such as intermediary service, cultural and sports, educational and training as well as commercial services.

　　At present, the main support and cultivating work are given to the major industrial project with self-owned intellectual property rights such as large scale integrated circuit, Bio-chips, and the third generation mobile communication, as well as gene modification, nanometer material etc.

　　Environment

　　Taking Haidian as a key section, it will make breakthrough at construction of infrastructure, an industrial site, so as to form high tech R&D and industrial base with fine environment, complete set of facilities, and suitable industries as well as sustainable development.

　　By June 2002, the Park will have built and renovated 14 roads with a total length of 60.2km long, and build 3-4 sewage treatment plants with a capacity of 40 tons daily , as well increased green fields area of 3 million sqkm.

　　To meet the growing needs of the information society of the future, the communication network in Zhongguancun Science Park will be upgraded shortlysintosa digital and personalized modern information network featuring multi-function and wide band, and placing it in the leading position in China. Besides the basic telephone services, it will be able to provide ISDN, FR, DDN, Internet, TV conference, multi-media AV broadcast on order, remote diagnosis and other services. It is planned to bring it to the advanced international information network in the long run.

　　In the fields of policy and legal environment, it is needed to carry out the construction of human resource system, incubating system, intermediate service system, social service system, financial service, legal environment and policy system, by making great efforts to the system innovation.

　　Among them, concerning construction of legal system, it is planned to stipulate the accessory regulation on basis of "Zhongguangcun Science Park Regulations? thus protecting the interests of investors and innovators by enforcing the laws as well as judicature supervision. In respect of government behavior and policy system, it is expected to explore new form of relationship between government and enterprise, upon implementing opening government affairs, and exercising power in accordance with the laws, so as to establish high efficiency and capable administrative system.

　　At present, "Special Policies on Foreign Exchange Administration at Zhongguancun Science Park?and its implement rules have been formulated. Furthermore, some ministries such as Ministry of Science and Technology, Ministry of Foreign Affairs, the People's Bank of China, Ministry of Foreign Economy and Trade, Ministry of Information Industry, Ministry of Land Resource, the State Administration of Taxation, Ministry of Finance, and the Hong Kong and Macao Affairs office of the State Council have provided favorable policies to ZSP.

　　For the time being, the scheme of service for innovation of overseas Chinese scholars has been released and implemented, moreover, the Zhongguancun Technology Exchange Center, and Zhongguancun Association of Bio-engineering and new Pharmaceutics, Zhongguancun Association of IT Specialists in IT industry, have been formed. The parties of personage from bank community, and science community, as well as business community have been held many times, which constitute a multi-level platform of service and communication for enterprises. The "one-stop?business service center in the Park starts business and high quality services offered.
