New rules for balloon owners

  Balloon owners in the city must get approval from aviation officials two days in advance of any untethered flights under a rules on hot-air balloons.

  Aviation authorities in the country have enacted new regulations on balloon flying following cases that hot-air balloon occasionally floatsintoscommercial airspace, putting passenger planes at risk.

  The new rule, which goessintoseffect on May 1, will for the first time make it clear that owners who don't keep an eye on their balloons can be fined between 20,000 yuan (US,409) and 100,000 yuan.

  The regulation bans companies or individuals from flying balloons higher than 150 meters when they are linked to the ground by a rope. Balloon owners are also required to report quickly to local aviation authorities if their balloons are out of control and float away.

  "It happened at least two to three times a year in the past, as far as I know, that balloons floated out of controlsintosthe route of commercial airplanes," said Jiang Yao, a spokeswoman for the Air Traffic Management Bureau. "Pilots have to take detours to avoid the balloons."

  Hot-air balloons are often used for advertising or celebrations.

  According to civil aviation authorities, the rule is the first of its kind in China to regulate the general aviation sector, which refers to all kinds of civil aviation activities other than scheduled commercial flights.

  "The practice in the sector was poorly regulated in the past as there were no clear rules," said an official with the East China branch of the Civil Aviation Administration of China, regulator of the country's aviation industry. "But we'll act strictly in accordance with the new rules in the future."

  Shanghai Tianyu Balloon Advertising Co said it rented out some 10 balloons per day last year, mostly for advertising, business opening ceremonies and anniversary celebrations.

  "But the new rule doesn't bother us at all as we never let a balloon float higher than 30 meters, a height allowing a clear view of the promotions on the balloon from the ground," said Qin Huifang, an official with the company.

  In addition to operating hydrogen and helium balloons that are linked to the ground, several firms operate airships that fly high in the sky.

  The new rules won't have much affect on that business, said Cai Zhaowen, vice general manager of Shanghai Vantage Airship Advertising Co Ltd, noting his company always applied for permission well before any flight.
