在报考美国大学时请警惕野鸡大学

  The many young Chinese planning to study in the US should watch out for fly-by-night schools, those lacking certification from the US Department of Education (DoE) and the Council for Higher Education Accreditation (CHEA). If you found yourself at this sort of school, you might be able to get your money back, but the time wasted would be lost forever. Also, bear in mind that the Chinese government only recognizes degrees from accredited schools.

  How can you tell if a school has accreditation or not? US schools generally announce their accreditation in ad-mission brochures. If you are in any doubt, log in at www.chea.org and go to the directory, //where// there is informa-tion on the six regional accrediting agencies (Middle States, New England, North Central, Northwest, Southern and Western) and a list of schools approved by them.

  The US Constitution does not allow the federal gov-ernment to regulate educational institutions directly. How-ever, the DoE does grant accrediting authority to the six private regional associations, which it reviews regularly. When you choose a university, check whether it has been accredited by one of these six. There are other accrediting agencies recognized by the DoE for certain specialized schools also listed on the CHEA website. Many regionally accredited schools, employers and government agencies, however, will not accept credits from these schools; if you wish to attend one of them, make sure the credits are accepted by potential employers.

  Fly-by-night schools tend to share certain characteris-tics. For example, they may state that you can get a bache-lor's degree by paying, say, , a master's degree for , a doctorate for ,000. An accredited school would never make such statements. After all, each univer-sity student in America chooses different courses in pro-grams of indeterminate length, which obviously means total tuition fees will also vary.

  The admission brochure of a fly-by-night school will often emphasize that the president received this or that doctorate insgroupsto persuade readers that it is a good school. But the president doesn't teach, so who cares what degree he or she has? On the other hand, an accredited school will specify which degrees each faculty member has andswheresthey were earned.

  Some fly-by-schools know students care about ac-creditation and therefore claim they have an accrediting agency. As long as you mail in some dollars, your degree, they say, can be accredited. Don't accept such claims on faith; check to confirm that the so-called accrediting agency is one of the six mentioned above. If it is not, your credits and degree will not be recognized by government agencies or many employers.

  Are fly-by-night schools that lack CHEA accreditation illegal? Not necessarily. Some have a charter from their state government. Each state sets its own accrediting criteria; some are strict, some are not. Perhaps the strictest is Oregon, while Montana, Hawaii and California, for example, are rather lax. In the past the federal govern-ment has attempted to standardize the criteria, but without success; it is still the law that each state has the right to approve schools within its borders.

  Some 3600 institutions of higher education have been accredited (only a small minority fail to gain accreditation) on the basis of four factors:

  MISSION. All institutions are evaluated on how they fulfill their educational mission, not on //where// they are in the peckingsgroupsof colleges and universities. This mis-sion is always posted on an accredited school's website.

  RESOURCES. Does the school possess the finances, qualified faculty and students, programs of study and facil-ities it needs to carry out its mission?

  EFFECTIVENESS. How well are students taught? This is not merely a matter of the staff's academic creden-tials.

  STABILITY. A proper school is not here today and gone tomorrow. Administrators must show that they are continuously striving to improve the institution.

  People choose accredited schools to receive a good education and earn a real degree. But funny things can happen in China: I have heard of companies here chal-lenging the validity even of diplomas issued by elite American universities. These problems are easy to sort out: Check the website of the university. If you cannot find a list of graduates, contact the school directly, by e-mail, phone or letter. US schools, especially elite ones, are extremely mindful of their reputation and sensitive to any faking of diplomas; they will respond quickly to Chinese requests for verification.

  那么,你又如何知道一所学校是不是受到认证了呢?通常,美国大学会在招生简章中声明自己的认证情况。如果你有怀疑,可以登录网站www.CHEA.org去看它的目录,那里有6个地区性认证机构的资料以及它们所认证的学校名单(这6个机构分别是中部、新英格兰地区、中北部、西北部、南部和西部)。

  虽说美国宪法不允许联邦政府直接管理大学,但美国教育部授权上述6个区域性民间机构对各大学进行认证,并定期对这6个机构进行审查。当你选择了一所大学,就要核查它是否被上述6个机构之一所认证。在CHEA网站上,还有其他被美国教育部所承认的对某些特殊专业大学进行认证的机构,但有很多被6大区域认证机构认证的学校,公司雇主和政府部门却不承认这些学校的学分。倘若你想进一所这样的大学,就要确认其学分是你未来要去的地方所认可的。

  野鸡大学往往有某些特征:例如,他们会说你交一笔钱,比如说5000美元,就可以得到学士学位,交7000美元可得到硕士学位,交10000美元得到博士学位。一个获得认证的大学绝不会如是说。要知道,美国大学里的每个学生所选择的课程是不一样的,所用的时间长短也是不确定的,因此所需交的学费也是不一样的。

  野鸡大学的招生简章上还常常强调校长得过这个博士学位或那个博士学位,以此让读者信服这是个好学校。但是校长又不教课,谁在意他(她)有什么学位呢?而一所被认证的大学则会详细说明每一位教师有什么学位,在哪儿获得的学位。

  有些野鸡学校知道学生们很在意认证问题,便声称他们拥有认证机构。他们说,只要你寄上多少美元,你的学位就可以获得认证。千万不要相信这样的承诺,要核查并确认所谓的认证机构是否是上述提到的6个认证机构之一。如果不是,你的学分和学位就不会被政府部门和公司雇主所认可。

  那么,没有得到CHEA认证的野鸡学校就一定是非法的吗?不一定。有些是得到州政府批准的。每个州有自己的办学标准,有的州严,有的州松,最严的恐怕要算俄勒冈州了,而蒙大拿、夏威夷和加州就相当松。以前,联邦政府曾经想统一办学标准,但(因遭到反对)没有成功。如今,法律还是规定,各州有权在自己的地界内批准开办学校。

  然而,全美有3600所大学都在以下四方面获得了认证(只有极少数大学未能获得认证):

  办学宗旨:所有的大学都要在如何实现办学宗旨方面受到评估,认证机构不会在意该校在大学中的排名。办学宗旨总会出现在被认证的大学的网页上。

  办学资源:这所大学是否拥有财力、合格的教师和学生、教学计划和设施以实现教学宗旨?

  实效性:教师教得怎么样?这不仅仅是教师们有哪些学术证书的问题。

  持续性:一所正规大学不是今天有明天就没了。校方应该表明他们在不断努力地改进学校。

  人们选择一所得到认证的大学,是为了受到好的教育,得到真正的学位,而奇怪的事情有时会在中国发生:我听说有的中国公司甚至怀疑美国名牌大学毕业证书的真实性。其实这个问题很好解决,到这个大学的网站查一查,如果找不到毕业生的名单,就可以通过电子邮件、电话或信件与校方直接联系。美国大学,尤其是那些名牌大学,特别在意自己的声誉,对那些假文凭的事极为敏感,他们会很快回复来自中国的询问并给出确认。
