Premier Wen Jiabao and visiting Indian Prime Minister Atal Bihari Vajpayee signed a declaration on principles for relations and comprehensive cooperation between China and India in Beijing yesterday evening.

The declaration established the goals and guiding principles for bilateral relations and outlined future cooperation between the two countries in various fields. It indicates that bilateral relations have entered a new stage.

The Indian government has for the fist time recognized, in an explicit way, the Tibet Auto-nomous Region as part of China's territory, according to an official with the Chinese Foreign Ministry.

In his talks with Vajpayee, Wen said that China-India relations have entered a new stage.

Wen said the Chinese government valued its ties with India, and wished to establish a long-term, stable and sound relationship as friendly neighbors and develop reciprocal cooperation.

With their relations facing important development opportunities, the two countries should enhance their trust and cooperation and bring bilateral ties into a new era, Wen said.

China and India have a sound basis for friendly cooperation, and they face a mounting need to cooperate as both countries are dedicated to domestic economic development.

Wen said that with identical or similar views on many significant interna-tional issues, the two countries' need for coordination and co-operation is also increasing.

Wen floated concrete proposals for future development of the ties. He said the two countries should extend contacts to enhance trust and dispel suspicion, expand cooperation to raise bilateral trade volume to US billion by 2005, develop cooperation in science, education, culture and health and set up cultural centers.

He said the two nations should also maintain friendly ties and attach importance to the issues of bilateral relations left over by history, preventing the issues from undermining the healthy development of Sino-Indian relations.

Wen said China is fully committed to establishing a new type of relationship with India based on a long-term constructive cooperative partnership. He believes that with the joint efforts of both sides, Sino-Indian ties would be further developed in the new century.

Vajpayee said China and India are close neighbors, and their peoples have enjoyed long-term friendship and both China and India are populous and developing countries.

He said the Indian govern-ment attaches importance to the development of relations with China and hopes to promote understanding and mutual trust and cooperation through the visit, and maintain the good momentum of the bilateral relations in recent years.

He appreciates the proposals of Premier Wen on developing bilateral ties.

Also yesterday, China and India signed nine docu-ments on cooperation in economics, law, science and technology, and culture.

The agreements covered exchanges of educators and top legal officials, simplifying visa procedures, and setting health standards for Indian mango exports to China.
