THE collapse of a six-storey office building on the banks of the Huangpu River on July 1 has revealed a greater danger - the risk posed to many other buildings by excavations for a new metro line.

Experts also fear for the safety of anti-flood banks of the Huangpu River.

Several buildings near the site of the collapse were, to various degrees, left tilting after the incident in which no casualties were reported.

The news office of the city government said seepage was found in a section of the Huangpu River M4 project from Pudong Nanlu to Nanpu Bridge was found seepage on the morning after the building's collapse.

The city entered the flood season on July 1 and the ground subsidence near the river bank threatens anti-flooding work. The government organized armed police forces to fill the subsidence with sand bags.

The collapsed building, an auxiliary facility for an audio and video products wholesale market near the local Bund area, began to shake in the small hours of July 1 when work on the cross-river metro line (the M4) was proceeding as usual 20 metres below the ground.

The rattling sound led two guards on night duty inside the building to call the police around 6:00am, according to a man surnamed Xu, who lives in the neighbourhood.

After the building was evacuated, it began to show further signs of instability. Window glass broke and cracks appeared in its outer walls.

Following the crumpling of its interior structures, the whole building tumbled to the ground at around 9:00am.

Emergency rescue staff from various departments, including telecommunications and metro engineering, rushed to the site, which was immediately sealed off by police.

Power supplies to the endangered area were cut when several other nearby structures began tilting dangerously and authorities ordered the evacuation of everyone in them.

Mayor Han Zheng and Vice-Mayor Yang Xiong went to the site to guide the rescue efforts.

The cause of the accident is still under investigation, police said.

Engineering data at the site was collected by the Metro construction staff for analysis.

According to reports from Eastday.com, the accident happened because loose sand suddenly poured into the tunnels, causing the ground to subside.
