无论老少均须面谈安全审查可望更短

  Last Thursday, two officials from the US embassy's visa section answered questions from the media, including our newspaper.

  Q: Last month the newspaper Youth Reference News published an article saying that according to a new State Department rules, starting on 1 August visa applicants aged below 16 and above 60 would no longer need to be inter-viewed. Is the article correct?

  A: Not quite. The rule is that after August 1, in general, all applicants worldwide must have personal interviews. If a particular embassy or consulate wants to make an exception, they have to request permission from the State Department. Two of the categories for which they may in theory re-quest such exceptions are applicants below age 16 and above 60. Our policy here in China has been to require personal interviews even for those under 16 and above 60. We're not planning to ask permission for any general ex-emptions from the interview. Of course, in individual cases we may waive the interview for humanitarian reasons.

  Q: What about the impact of the new visa rules in China? Will the clearance process take more time?

  A: Any Chinese applicant who qualified prior to the restrictions will also tend to qualify under the new rules. There will not be a longer clearance process after August 1; the longer clearance process has already been in effect for about a year as the result of worldwide procedures announced by the State Department in the summer of 2002. In fact, the clearance process is gradually improving and becoming shorter (and will continue to do so after Au-gust 1, we hope) as Washington becomes more efficient.

  Otherwise the new rules taking effect in August will have little impact in China. The new policy includes stricter rules on personal interviews, but we already have very strict rules here. In other countries there may be problems. For example, in South Korea a very high percentage of visa applicants were formerly issued visas without a personal appearance at the embassy, whereas under the new rules al-most all applicants will need to present themselves for an interview. Thus in some countries US consular officers will have to figure out how to handle so many more people coming in.

  Q: Some fields of study have been classified "sensitive" and require a check by Washington. Could you explain the basis for this classification?

  A: We really can't say anything beyond the fact that a given field has applications①involving science and technology. Obviously, if visa applicants mean to study poetry, they won't have this sort of problem. But anything that falls in the realm of science and technology will be examined more carefully than other sorts of fields. Of course, applicants are required to tell us exactly what they propose to study.

  Q: Why do American student visas seem so much more difficult to obtain than those for other countries?

  A: Last fall we conducted a little comparative study of visa laws for students going to various countries. We contacted officials from the UK, Canada, Australia and New Zealand to find out what their requirements are. After comparing the rules, I can understand why Chinese students who want to go abroad to study may be a little con-fused. These other countries' rules and procedures are in-deed different from ours. Under US law a student applicant must persuade the visa officer of his or her intention to leave America at the end of the intended program of study -- otherwise, no visa.

  Q: Where can one get authoritative information on US visa procedures?

  A: We have an excellent website (www.usembassy-china.org.cn) that provides all sorts of information on visa categories, rules, requirements and procedures, and on the CITIC program. We believe the website provides answers to almost any question an applicant could ask.

  Two weeks ago we were on Sohu.com for two nights to answer questions from students. The first evening we received over 3,000 questions and we answered as many as we could. More than 15,000 people logged onto the website that night, and 17,000 the second night. We think this is a good way to get accurate information out to potential visa applicants. We'll do it again in the future not just to answer questions about student visas but about other visa types, and with other web service providers too.

  Q: Are the US visa laws for Chinese the same as for people from other countries?

  A: The laws and procedures we're talking about to-day apply to visa seekers from every country in the world. By the way, We also encourage visa applicants with questions to look at the State Department's consular website (travel.state.gov); it provides equally authoritative information on travel to the US and visa application procedures.

  上周四,美国驻华使馆签证处两位官员接受了包括本报在内的多家媒体采访,回答了有关签证问题。

  问:上个月《青年参考》刊登了一篇文章,说到根据美国国务院的新法规,从8月1日起16岁以下60岁以上的申请人可以免面谈,此话当真?

  答:非常不准确。新的规定是,从8月1日开始,世界各地申请赴美签证的人一般说来都需要面谈。如果某个使馆或领事馆想对谁例外,则必须得到美国国务院的批准。在有可能申请这种例外的类别中,16岁以下和60岁以上者是其中的两种,但我们在中国执行的政策一直是对这两类人也要面谈,我们不打算向国务院申请对他们例外。当然,对于个案实在有困难者,我们会出于人道主义的考虑而免面谈。

  问:新的法规对中国的申请人是否有重大影响,安全审查的程序是否会更长?

  答:在实行新法规之前合格的申请人在实行新法规后仍然是合格的。8月1日以后安全审查的程序也不会更长。由于2002年夏季美国国务院颁布了在全世界实行签证新程序,相对较长的安全审查程序已经执行一年了。实际上,现在安全审查程序正逐步改进,随着华盛顿那边的工作越来越有效率,所用的时间也在不断缩短(8月1日以后有望继续缩短)。

  另外,8月实行的新法规对中国没太大影响。新政策中包括对面谈实行更严格的政策,而我们在中国早就实行着严格的政策。但在其他国家就可能会有问题,比如说韩国,以前,不用来使馆面谈就能得到签证的韩国申请人占很大比例,而在新的法规下,几乎所有的申请人都须亲自来面谈。因此,有些国家的美国签证官就必须想出办法来解决那么多人来使馆面谈的问题。

  问:有些学生学的专业被认为是敏感专业,因而需要华盛顿那边审查,能否解释一下哪些专业是敏感的?

  答:我们只能说,那些专业是涉及科技的专业。显然,如果一个申请人想去美国学诗歌,就不会有这类问题,但是属于科技范畴的,就会比其他专业受到更仔细的核查。当然了,我们要求申请人如实地告诉我们要去美国学什么专业。

  问:为什么获得美国的学生签证似乎比其他国家的都要难?

  答:去年秋天,我们对不同国家的学生签证法律做了一点比较性研究,我们与英国、加拿大、澳大利亚和新西兰的官员进行了接触,以了解他们对申请学生签证的要求是什么。经过对法律的比较,我可以理解为什么想出国留学的学生会感到有些困惑,这些国家的法律与申请程序与我国的不一样。根据美国法律,一个申请学生签证的人必须说服签证官,使其相信在完成学业后离开美国,否则就得不到签证。

  问:从哪里能得到美国签证的最有权威的信息?

  答:我们有一个很好的网站(www.usembassy-china.org.cn),网站提供了有关签证类型、法规、要求、手续以及通过中信实业银行免面谈等各种各样的信息,我们相信网站对申请人想问的几乎所有问题都做了回答。

  两周以前,我们有两个晚上在搜狐网站回答了学生们提出的问题,第一个晚上收到了3000多个问题,我们尽可能多地回答了他们;那天晚上有15000人登录了这个网站,而第二天晚上是17000人,我们认为这对想申请签证的人是一个获取准确信息的途径。今后我们还会以这种方式与大家沟通,不仅仅回答有关学生签证的问题,还有其他类型签证的问题,也会与其他网站合作。

  问:美国的签证法对中国人与对其他国家的人一样吗?

  答:我们今天所谈的签证法律与申请程序适用于世界各国的申请人。另外,我们也鼓励有疑问的签证申请人能够登录美国国务院的领事网站(travel.state.gov),它同样提供了去美国旅行以及申请签证的权威信息。
