新闻漫画解读:美国老人为药费犯愁

  Americans in their twenties and thirties often fail to vote in federal elections, but that cannot be said of older people. When retired workers are angry, politicians listen, because they know that if they don't, they are risking their seats in Congress.

  Medicare, the federal program that pays a large part of the medical bills of elderly Americans, provides nothing for the cost of drugs. In recent years, as the price of drugs has soared in the US, there has been growing pressure on Congress to do something about the problem. Unfortunately Medicare is already an expensive program, and the costs will only go up as the number of long-lived elderly increases in the coming decades. Where is the money for a new drug benefit to come from in a time of gloomy economic news, unfavorable demographic trends and the Republican zeal to cut taxes?

  Tom Toles' cartoon is a humorous examination of this issue. The nurse knows that the elderly patient needs medication that he cannot afford at present. He may be tempted to assume①that the new drug bills before the House and Senate, which are quite different and will have to be reconciled through negotiation, will solve the problem. The nurse sets him straight,pointing out that neither bill provides comprehensive coverage of drug costs. Moreover, even if Congress finally hammers out a compromise, the federal government is running a massive deficit,so how is the bill, generous or inadequate, to be funded? Toles, the regular editorial cartoonist for the centrist WashingtonPost , invites Ameri-cans to sympathize with the elderly (and soon-to-be elderly) who have to fret over these matters.

  二三十岁的美国人常常不参加美国大选的投票,但岁数大的人则不然。因此,当退休工人愤怒时,政治家们必须倾听他们的意见,因为他们知道倘若不这样做,就会冒失去国会议员交椅的危险。

  医疗保险这一联邦政府的项目为美国老年人支付很大部分的治疗费,但却对药品分文不付。在过去的几年中,由于美国的药品价格猛涨,国会开始承受越来越大的压力要解决这一问题。然而令人遗憾的是,医疗保险已经是一项支出庞大的项目,而在未来的几十年中,随着长寿老人数量的增加,支出将会只增不减。但是在这满是令人沮丧的经济新闻、令人不快的人口结构趋势以及共和党热衷于减税的时候,新增药品的费用又从哪里来呢?

  汤姆-托尔斯的漫画是对这一情况的幽默审视。护士知道这位老年病人需要药物治疗,但他眼下又付不起,他可能期盼着摆在众院和参院面前的新药物法案--参、众两院的法案相当不同,但通过谈判最终会达成一致--将会解决这一问题。护士则让他明白无误地知道,无论哪个法案都不会提供全部的药费。此外,即使国会最终达成了协议,可联邦政府正在造成巨额赤字,对于药品法案,不论是较为慷慨的还是有点吝啬的,又从何支付呢?托尔斯这位定期为中立的《华盛顿邮报》做画的政治漫画家,呼吁美国人都来同情老年人(以及很快就要老的人),他们正不得不为这些事情而焦虑着。
