Fatal collapse Minhang District

  A TWO-storey work shed demolished during a rainstorm last Sunday afternoon in Minhang District killed one worker and injured another 30.

  It was the second accident of its kind since August 30, when a similar two-storey shed was blown down during another storm. Some 60 migrant workers had been living in the shed at the time.

  At about 2:40pm last Sunday, the two-storey shed sheltering about 40 workers "shook as if in an earthquake" and the shingles could be heard ripping off. Then the whole building "fell down to the ground", recalled Wu Xuewen, a migrant worker from Southwest China's Sichuan Province who escaped with his wife from the collapsed building.

  About 20 workers were able to escape but the rest were buried under the wreckage.

  Ten fire-fighting and emergency rescue vehicles carrying soldiers and officials rushed to the site and saved the remaining victims, taking about an hour.

  The injured were all immediately sent to Minhang Hospital and a woman, aged 51, was found to have been killed on the spot.

  "One person was seriously injured as his neck was broken; the other two are being kept in the observation room," according to Wang Min, spokeswoman of the Ruijin Hospital to which Minhang Hospital belongs.

  A two-year-old boy was sent to Shanghai Children's Hospital under Fudan University with chest injuries.

  Chen Yuanmei, the boy's mother, was hit on the head by cement fragments while trying to protect her son from being crushed by sheltering him with her own body.

  She could not see clearly because her right eye was swollen.

  Wang said other lightly injured survivors had all left the hospital.

  "The town government to which the construction site belongs and the contractor of engineering have been charged to take care of the aftermath," said Tan Longzhen, an office director of Minhang District Government.

  The head of the district, surnamed Zhang who is responsible for civil engineering and urban construction, called a meeting at the site Monday morning, urging leaders of all towns and related working units to examine the situation of all construction sites so as to remove potential dangers.

  Tan said almost all migrant workers on the numerous construction sites in the district, and even in the city, were living in work sheds but there was no safety standard for building such structures.
