  Fortunately for America's good humor①, a legal challenge to the special election in California has been beaten back. On 7 October, Californians will go to the polls as scheduled and decide whether to keep Governor Gray Davis in office or replace him with one of the over 130 candidates interested in his job. Most prominent among the would-be governors is muscle man and film star Arnold Schwarzenegger, who has never held political office.

  Schwarzenegger is the stronger of the two serious Republican candidates. The other is State Senator Tom McClintock, who represents the conservative core of the party in California, in contrast to the more centrist Schwarzenegger. So long as McClintock stays in the race, splitting the Republican vote, the Democrats have a good chance of retaining the governorship.

  Schwarzenegger has been criticized for avoiding the debates in which the five or six main candidates to replace Davis square off against one another. This is the theme of Pat Oliphant's cartoon: Why is Arnold not participating? (Update: He did finally take part in a televised debate on Wednesday.) It is easy to imagine that muscle men lack brains, but Schwarzenegger is clearly no dummy. What Oliphant is suggesting is that Schwarzenegger is reluctant to reveal that he hasn't done much hard thinking about the many problems confronting California. The cartoonist seems to think that Arnold is ambitious but intellectually lazy.

  Oliphant also plays up Austrian-born Schwarzenegger's German accent. Is it a drawback to have a foreign accent? Not necessarily. Throughout US history, numerous foreign-born politicians and policy intellectuals with overseas accents have had brilliant careers in public service. Some accents are commonly felt to be charming, particularly (light) French, Russian, Hungarian and Scandinavian ones. For an academic, certain accents can be useful. German-born Henry Kissinger, for instance, has been accused of nurturing his accent to advance his career at Harvard; his equally German-born brother lost all trace of his accent. A German tone suggests a link to Teutonic scholarship, still much respected, and to the great wave of Central European intellectuals who fled Hitler in the 1930s and 1940s.

  Is a Chinese accent an advantage? Sorry...

  美国的一大乐事挺走运:加州的这次特殊选举所遭遇的法律挑战被驳回了。10月7日,加州人将按照原订计划走向投票站,来决定是让州长戴维斯继续留任还是让130多个垂涎这一职务的候选人之一取代他。在这些候选州长中,最突出的一个就是肌肉发达的电影明星施瓦辛格,而他以前从未进入过政界。

  施瓦辛格是两个大有希望的共和党候选人中较强的一个,另一个是州参议员汤姆·麦可林托克。与施瓦辛格比较中间的立场相比,他代表了该党在加州的保守派核心。只要麦可林托克继续竞选,就会分散共和党人的选票,民主党就很有可能保住州长的位置。

  施瓦辛格曾受到批评,说他躲避参加辩论———五六个要取代戴维斯的主要候选人在辩论中摆出架势相互攻击。漫画家奥列芬特在此的主题就是:为什么施瓦辛格不参加?(最新消息,施瓦辛格于周三最终参加了电视辩论)。人们很容易想像肌肉发达的人头脑简单,但施瓦辛格绝不是个笨人,奥列芬特想要提示人们的是,施瓦辛格不愿意暴露自己还没有对加州面临的种种问题进行严肃认真的思考。漫画家似乎认为施瓦辛格有雄心,但在心智上却是懒惰的。

  奥列芬特还渲染了生于奥地利的施瓦辛格的德语口音。有外国口音是缺点吗?不一定。纵观美国历史,很多出生于外国的政治家以及有海外口音的政策智囊们,在公众职位上都做出了光辉的业绩。有些口音听起来还让人感到有魅力,特别是稍带点法语、俄语、匈牙利语和斯堪的纳维亚半岛的口音。对于一个学者来说,一定的口音还很有用。比如,德国出生的基辛格曾被指控有意加重他的口音来促进他在哈佛大学的事业,而他同样在德国出生的兄弟则已完全失去了德语口音的痕迹。德国口音会让人联想起至今仍然很受尊重的条顿人的学识,还会让人想起上个世纪三十年代至四十年代从希特勒统治下逃出来的欧洲中部的大批知识分子。
