Beaten worker seeks compensation
http://www.sina.com.cn 2004/06/02 10:10  Shanghai Daily

Margaret Liung is asking police in Changning District for help in solving an ongoing dispute between her employee and the property company that manages Hongqiao Grand River Garden.

Liung, manager of the Baldwin Design Company, said an employee surnamed Wu was attacked by two security guards on May 28 when he was waiting for an elevator to carry construction materials to the 21st floor of a high-rise in the residential area on Changning Road.

"Wu was wounded in the head and is still in hospital for further observation," said the Hong Kong native, who came to Shanghai three years ago.

Liung said the property company should bear all of Wu's medical expenses and offer him compensation in case he suffers any long-term effects from his head injuries. "The medical costs add up to 5,200 yuan (US$620), but the property company refused to give the rest after paying 3,000 yuan," she said, adding she paid the remaining expenses because Wu did not have much money.

She also complained about the negative attitude of the property company in dealing with the issue.

Liung said she visited company officials and wrote a letter to the general manager of the company, but has not received any reply so far.

The dispute began around 4pm on May 28 when two security guards had a quarrel with Wu. One of them allegedly beat him on the head with his walkie-talkie.

"Wu teased the security guards when they asked to check his entry-exit permit, which is a must for construction workers when they enter the residential area," said a property company manager surnamed Lu. He stressed that Wu and his fellow workers were carrying unpackaged materials such as sand and bricks, which is banned in the residential area.

"They promised to finish within two hours when they arrived at 9am that day," Lu said. "The guards made a compromise and let them in. But the work was still going on at 4pm." The guards became impatient, Lu said. He also denied his company owed Wu's medical expenses.
