  Combating corruption the focus of new inner-Party supervision regulations

  The Regulations of the Communist Party of China (CPC) on Internal Supervision (Trial Implementation) issued last December are a clear indication that the upgrading of its power distribution, restriction and supervision systems within the Party marks a new progressive era in building the inner-Party democracy.

  One of the aims of the regulations is to more effectively prevent and combat corruption. It therefore becomes an effective weapon to spearhead the CPC’s in-depth anti-corruption campaign and to effectively curb corruption phenomena. However, the contents and objectives of the regulations are not merely limited to fighting corruption. It is the first systematic regulation of the CPC on the restriction of power and supervision. Its contents fully embody the spirit of inner-Party democracy and show that progress is being made in inner-Party democracy.

  Inside the Party, democracy means to establish and perfect a relationship between power structures, decision-making mechanisms and supervision restriction in deciding inner-Party affairs by all Party members at different levels and in different fields. The biggest features and achievements of the newly issued regulations are institutionalizing, standardizing and regularizing the mechanism of power distribution, restriction and supervision within the Party.

  The regulations not only provide the subjectives, contents and focuses of supervision, but also standardize inner-Party power relations. The document specifies the responsibilities, functions and rights of Party committees, discipline inspection committees, average Party members and deputies to the Party congresses at all levels in internal supervision. In particular, the regulations provide 10 systems for internal supervision, contributing to forming a relatively complete inner-Party supervision system. Therefore, the document itself is an achievement of the building of Inner-Party democracy.

  Under an institutional framework, the regulations explicitly specify the democratic rights of various levels of Party organizations and average Party members, further improve the inner Party decision-making procedures, thus guaranteeing the Inner-Party power is exercised to better embody and respect the will of the entire Party.

  For example, at the Third Plenary Session of the 16th CPC Central Committee, General Secretary Hu Jintao, on behalf of the Central Committee’s Political Bureau, reported the work done in the previous 10 months since the First Plenary Session of the CPC Central Committee.

  This conforms to the spirit of the Party Constitution and an inevitable demand put forward by Party’s power structure, along with demands from the development of Inner-Party democracy. It is encouraging to see this system explicitly prescribed in the regulations, “The Political Bureau of the Party Central Committee shall report its work to the plenary session of the Central Committee.” This, for the first time, made it a system written on paper, which will be implemented for a long period of time. With the Political Bureau as a leading example, the local Party committees at various levels should of course follow suit.

  The regulations prescribe the situation as follows, “Standing committees of local Party committees and discipline inspection commissions at all levels shall respectively report their work to the plenary session of the committees once a year.” Such a “report” system will be rapidly implemented throughout the entire Party, and so inner-Party democracy will be greatly improved and promoted.

  In another example, the Party congress is the Party’s highest leading organ. How to further bring the role of the Party congress and of the deputies into full play is an issue that has been studied in the process of building the inner-Party democracy. The regulations prescribe that deputies to the Party congresses at all levels, when the congress is not in session, should in accordance with related stipulations conduct supervision over the Party committees and the commissions for discipline inspection as well as their members they elected, and reflect the opinions and suggestions of average Party members.

  Party organizations at all levels should encourage, support and protect the deputies to the Party congresses in playing their positive role of inner-Party supervision. These stipulations mean a new step in bringing the role of deputies to the Party congresses into full play. So, we can say that from the promulgation of the supervision regulations, the rights and duties of the deputies to the Party congresses will be permanent.

  Building inner-Party democracy is of great concern to the entire Party, so we should actively participate in it. Since the 16th CPC National Congress, the Party Central Committee headed by General Secretary Hu Jintao has persisted in the concept of “working for the interest of the people,” adopting a series of important measures in building Inner-Party democracy.

  We believe that the implementation of the supervision regulations will surely play an important role in the principle of administering the Party, by the Party, in a strict manner. It will develop inner-Party democracy, enhance inner-Party supervision, safeguard the Party’s unity and unification, maintain the progressive nature of the Party and always work for the interests of the people.
