The Five Principles of Peaceful Coexistence is an important embodiment of the spirit of the Charter of the United Nations, said Chinese Premier Wen Jiabao on June 28, when addressing a conference commemorating the 50th anniversary of the initiation of these principles. Wen said that the United Nations is the most “universal, representative and authoritative” international organization in the world. The premier suggested the UN act in accordance with the Five Principles as well as its own charter, which crystallized the global political vision of mankind in the 20th century. Talks on the ‘Three Links’ The mainland would be willing to negotiate with any authorized non-governmental organization from Taiwan if authorities on the island accept former Vice Premier Qian Qichen’s propositions on the “three direct links,” said Li Weiyi, Spokesman for the Taiwan Affairs Office of the State Council. Li made the remarks at a news conference on June 30, responding to Taipei’s call for “pragmatic” dialogue to open up trade, transport and postal services, referred to as the “three links,” across the Taiwan Strait. He stressed that any effort in this regard should be based on the condition that the establishment of the “three links” is an internal matter within one country, accusing Taiwan leader Chen Shui-bian of trying to put the matter into his separatist framework of “one country on each side.” Administration Law Premier Wen Jiabao stressed the importance of government in line with the law and urged officials to improve their administration in a speech on June 28. Wen also stressed that officials at all levels should fully adhere to the Law on Administrative Licenses, which takes effect July 1. The law aims to restrict government power, increase the transparency of the administrative approval procedures and reduce administrative costs. In order to regulate the performance of the Central Government, China recently amended a regulation regarding the State Council. Premier Wen called for all his staff to study the regulation and set good examples for their subordinates. China, Argentina Extend Relationship China and Argentina signed five agreements in Beijing on June 28 to expand their relationship, which is seen as an important component of Argentine President Nestor Kirchner’s six-day state visit to China. The five documents cover civil aviation, cooperation in public health and medical sciences, cultural exchange, investment and agriculture. President Hu Jintao and his Argentine counterpart attended the signing ceremony after concluding bilateral talks. AIDS Funding The Chinese Central Government will allocate 470 million yuan ($56.8 million) to HIV/AIDS prevention and control this year, said Wang Longde, Vice Health Minister on June 29. The fund, 20 percent larger than last year’s, will be distributed to specific provinces and counties for the testing and treatment of AIDS patients and HIV carriers, Wang said. China, which has officially reported it has about 840,000 HIV carriers and 80,000 AIDS sufferers, plans to increase the number of national HIV/AIDS surveillance stations from 194 to 300 by next year, according to Wang.
