China strongly opposes the second U.S. presidential report on the so-called Tibet issue, urging the United States to stop “making use of the issue to interfere in China’s internal affairs,” said Foreign Ministry Spokeswoman Zhang Qiyue on July 12. Zhang accused the report of being based on “domestic legislation” and “disregarding facts.” She went on to call the remarks “irresponsible,” implying that the report is tantamount to “helping the Dalai Lama’s separatist activities.” The report violates the basic principles of international relations and the three Sino-U.S. joint communiqués, Zhang said. The U.S. Government submitted to Congress the first presidential report on the Tibet issue in May last year.
