UN probe fails to find weapons |

The head of the UN atomic watchdog agency said he could not guarantee his investigation of Iran's suspect nuclear activities will be finished by the November deadline being pushed by the US and its European allies. Mohamed ElBaradei, chief of the International Atomic Energy Agency, also repeated his investigation has not definitely established whether Iran is trying to make nuclear arms - as Washington asserts. Diplomats attending the meeting said the US was circulating a tough IAEA draft resolution. They said Washington's changes to a draft resolution originally written by France, Germany and Britain set an October 31 deadline, deleted some passages and added others to reduce Iran's room to maneuver in trying to dispel suspicions about its nuclear activities. The draft demands "complete, immediate and unrestricted access" to all sites and information requested by the agency in its investigation of Iran's clandestine nuclear activities - revealed only two years ago. It also demands a complete list of nuclear materials and know-how imported by Iran, along with the black market suppliers and "immediate suspension" of all uranium reprocessing and activities related to uranium enrichment - both of which are used to make nuclear weapons. The draft does not directly threaten a referral to the Security Council. But by setting an October 31 deadline, it indirectly makes clear the likelihood of that happening if Iran fails to fulfill all conditions. When the agency meeting opened, Washington sought immediate referral of the Iranian weapons question to the UN Security Council. The European Union, long opposed to such a move, appeared to be inching toward Washington's position as it urged Tehran to give up work on uranium enrichment technology. Fischer and 24 other EU ministers meeting in Brussels had hoped Iran would abandon its uranium enrichment program, which the country insists it needs to generate electricity but other nations fear could be misused to make nuclear arms.
