  Traditionally people thought of the weather as God's work. Weather disasters -- lightning strikes, blizzards, floods, drought, great sandstorms, tornadoes and hurricanes -- were (and still very often are) regarded as divine visitations, God's intervention in the world to warn or punish sinners. So what to make of Florida's turbulent summer? Certainly hurricanes Charley, Frances and Ivan have been scary enough to suggest the wrath of God directed against some crying iniquity.

  WashingtonPost editorial cartoonist Tom Toles humorously interprets the three hurricanes that have buffeted Florida as just such a visitation. Have Floridians gotten the message? Do they understand their "iniquity", why they have been blasted by three titanic hurricanes and sustained over 20 billion dollars' worth of damage just as the November election approaches?

  Four years ago old voting machines -- a suspiciously large number of them in areas with many Democratic voters -- functioned badly. In a tight presidential race the Florida Election Commission declared thousands of ballots unreadable and invalid. This gave rise to a furious challenge from the Gore camp. Since the outcome of the election was so close nationwide, the entire race hinged on the results in Florida. Weeks passed, lawyers haggled and courts were appealed to, before the US Supreme Court in effect declared George W. Bush the winner.

  Many Democrats have never reconciled themselves to the result: George Bush, they claim, stole the election by fancy legal chicanery. Was Heaven pleased? If we judgejust by Toles' cartoon, apparently not.

  Now, four years later, another close election is upon us. It is quite possible that the results in Florida will once again be crucial. The politicians in Florida have of course sorted out the problems with the voting machines, right?

  Not necessarily. Reports out of Florida hint at some very strange goings-on in a state presided over by George W. Bush's brother Jeb. It isn't at all clear that the Florida Election Commission has "gotten the message" and rectified the situation that led to the balloting mess in 2000.(听英文53587)

  传统上人们把天气好坏看成是上帝的旨意,雷击、暴风雪、水灾、干旱、沙尘暴、龙卷风和飓风等天灾在过去(现在也常常还是)被看作是神的惩罚,即上帝为了警告或惩罚有罪之人而干预尘世。那么,该如何看待佛罗里达州今年的多灾之夏呢?飓风“查利”、“弗朗西斯”和“伊万”的可怕程度当然足以让人们想到上帝为某些急需纠正的不公在发怒。

  《华盛顿邮报》的时政漫画家汤姆·托尔斯幽默地把袭击了佛罗里达州的三次飓风解释成这样的天谴。佛州人明白了吗?他们知道自己所犯的“罪行”了吗?为什么偏偏在11月份大选即将来临之际,他们会遭受三次狂暴飓风的袭击并蒙受了价值200亿美元以上的经济损失呢?

  四年前的佛州,在民主党选民居多的那些地区,大量旧计票机运行失常而令人生疑。在那次难分高低的大选中,佛罗里达州选举委员会宣布成千上万张选票无法辨读因而无效,这使戈尔阵营愤怒地提出了质疑。由于在其他州的选举结果极为接近,这场竞赛的胜负实际上就取决于佛州的选举结果。接下来的数周里,律师们对此争论不休,法院也接到了上诉,但最终美国联邦最高法院还是宣判了乔治·布什赢得了大选。

  许多民主党人士从来就不接受这个结果,他们宣称乔治·布什靠老谋深算的法律骗术窃取了总统职位。上天对此会高兴吗?如果我们只从汤姆·托尔斯的漫画来判断,答案看来是不高兴。

  四年之后的今天,又一场胜负难料的大选来临了,佛罗里达州的选举结果很可能再次起决定性作用。当然,佛州的政治家们已经把计票机的问题解决了,是这样吗?

  未必如此。来自佛罗里达州的报道暗示,在这个由乔治·布什的哥哥杰布·布什掌管的州,正在发生着一些非常蹊跷的事,目前还丝毫看不出佛州选举委员会已经“明白了天意”并改变了曾引起2000年选举混乱的状况。
