A FAIR and transparent relocation approach carried out by the Yangpu District has made it possible for all 755 households in a neighbourhood on Jungong Lu to withdraw from that area two months earlier than expected. None of the residents have any complaint or have been forced to move out of their houses during the process, problems that usually occurred in relocation projects. Shanghai Qiaosheng Relocation Co Ltd worked out a set of policies that ensure every family receives fair relocation compensation. Ni Lijuan, president of the company, said only if the company treated every one fairly and kept the policy transparent could the residents trust them and move out faster. The company gave bonuses to those who were willing to move out early. It has also got a list of 184 families in which both of the couple were laid-off workers or there were physically disabled family members, and planned to give them extra compensation so that they could afford new apartments. In order to maximize residents' co-operation, the company informed them of the policies for the poor families and collected their suggestions. The 184 poor families were among the first to move out.
