上海世博会规划综合步行适宜距离、人体尺度和参观者的认知度等因素，提出了“一主多辅”的总体结构和“园、区、片、组、团”五个层次的展览布局，并按这五个层次的布局，配备相应的公共服务设施。

　　“一主”是指围绕跨越黄浦江两岸的滨江绿洲形成的核心功能区，分为浦东、浦西两个片区。“多辅”是指核心功能区以外还有三个辅助片区，一个在浦西，二个在浦东。

　　“园”是指5.28平方公里的整个世博会园区建设用地范围，也就是整理用地概念。

　　“区”则是指3.28平方公里的世博会围栏区。也就是收取门票才能进入的游览区，其中浦东2.38平方公里和浦西0.9平方公里。

　　“片”则是把世博园区划分成五个功能片区，并且用A、B、C、D、E的编号标识，每个功能片区的平均用地面积为60公顷，其中A、B、C三个功能片区分布在浦东，D、E两个功能片区分布在浦西。

　　“组”是指在每一个功能片区里的若干展览“组”。每个展馆“组”平均用地规模为10至15公顷。展馆“组”共有12个，其中8个在浦东，4个在浦西。

　　“团”是最小的布局单位，每个展览“组”可包含若干场馆“团”。展览“团”一般用地规模约为2至3公顷，在里面可布置40至45个办展单元。世博园区里，这样的展馆“团”共有26个。在每一个展馆团的附近，都设有属于这个区域的小型餐饮、购物、电信、厕所、母婴服务等各种公共服务设施，方便参观者就近使用。

　　Layout of the Expo Site

　　The site planning for the Expo 2010 takes into account such factors as appropriate walking distance and visitor perception and divides the Expo site into “One Main Part and Multiple Auxiliary Parts”. It proposes a five-layer layout consisting of the Expo site, the enclosed area, zones, groups and clusters, and public service facilities are arranged accordingly。

　　The Main Part refers to the core area surrounding the riverside green space along both sides of the Huangpu River. Multiple Auxiliary Parts refers to three auxiliary zones, one of in Puxi and the other two in Pudong。

　　Expo site: The Expo site as a whole covers 5.28 km2 and is the overall land use for Expo 2010。

　　Enclosed area: The enclosed area covers 3.28 km2 and is the tourism area that requires tickets. It has 2.38km2 in Pudong and 0.9 km2 in Puxi。

　　Zone: There are five functional zones marked A, B, C, D and E respectively, each with an average area of 60 hectares. Zones A, B and C are in Pudong while Zones D and E are in Puxi。

　　Group: Each Zone consists of several groups of pavilions. Every pavilion group occupies an area of 10-15 hectares. There are 12 pavilion groups, 8 in Pudong and 4 in Puxi。

　　Cluster: Cluster is the smallest unit in the five-layer layout. Each pavilion group consists of several clusters. There are 26 pavilion clusters, each covering 2-3 hectares and accommodating up to 40-45 exhibition units. For the sake of convenience, each pavilion cluster will contain small canteens, shops, telecom, toilets, nursing services and other public facilities.
