双语:调查称72.9%的人承认曾作假

  An online poll conducted by China Youth Daily shows 72.9 percent of the respondents admit to have committed fraud and nearly half (35.6 percent) of those guilty of fraud confirmed that they had done so intentionally。

  "It's no longer a secret that you can buy a graduate thesis," said a postgraduate student in Beijing, Li Dawei. "More incredibly, some professors have also bought papers to fake professional titles."

  Most of the respondents said the prevalence of such fraud is due to a variety of factors such as people judging others by their income. And they say it is also due to the attraction of the benefits to be gained through fraud, and lenient treatment of those who are found guilty of committing fraud。

  Yu Hai, a sociology professor at Fudan University, said "Traditionally, China is a family-oriented society, where people's behavior is bound by their relationship with their family members and acquaintances. But now in an open and changing world, the risks and punishment of fraud are not as severe as they used to be. And this is also to do with a lack of scruples, lack of faith and lack of honesty."

  The survey also showed that even though most people are against fraud, as many as 61.7 percent of respondents said they choose to tolerate it when they find that others have cheated. This is apparently because they fear that it is useless to report the fraud - if the possibility of punishment did not deter the perpetrators. In addition, nearly half of the respondents said they were worried about acts of revenge by the perpetrators。

  The report released Tuesday is based on a survey of 2485 web users, with 78.8 percent saying that society should have zero tolerance towards fraud. Professor Yu said it is urgent to build systems relying on their credibility in the eye of the general public. "Public institutions must lead the way to say no to fraud and dishonesty."

  “花钱买毕业论文已经是公开的秘密,”北京某高校硕士研究生李大伟(音)说。“还有一些教师为了评职称竟然也买论文,真不可思议。”

  大部分受访者称作假盛行乃是多种因素造成,如“以财富论成败”,还有人指出原因在于作假的巨大利益充满诱惑,以及作假者受到的惩罚过轻。

  复旦大学社会学教授于海(音)说:“中国传统上是一个熟人社会,如果作假,口碑不好,就会失去支持,在特定的社群中混不下去。现在进入一个开放、流动的社会,作假带来的风险越来越具有隐匿性,人们就会缺乏畏忌,面临利益诱惑时,难以坚持诚信。”

  调查还显示,尽管大多数人对作假深恶痛绝,遭遇作假时61.7%的人还是选择“忍了”。原因在于他们担心举报没用——如果惩罚措施没有起到威慑作用的话。此外,将近一半的受访者称担心被打击报复。

  周二发布的报告乃是基于对2485位网民民调的结果,78.8%的人称社会应对作假“零容忍”。于教授称需要迅速建立起衡量人们行为信用的制度。“公共机构恪守本分、忠于职守、履行职责,也就为社会提供了最大的信用,为社会诚信作了最好的示范和引导。”
