Unmarried mothers are by far the fastest 1 sgroupsof one-parent families in Britain. In 1991, their
numbers 2 the number of the divorced for the first time. This increase worries White Hall because
most 3 mothers rely on the state for their home and income.
Why the increase? It's clearly 4 to the decline of marriage. Between 1981 and 1991, the number of first
