Why don't Scholars Working overseas Come back

  On April 28, 2002, Tsinghua University awarded 28 scholars from abroad guest professor title. Each one will get one million Yuan (USD 120.92 thousand) per year for their salary, what they will pay is three to four months"work in the Economic and Management School of Tsinghua University.

  On which year May 10, Beijing put forward some regulations encouraging the students and scholars studying and working abroad to come back to start business. According to the regulations, they are free to come and go, their children can enjoy citizenship while receiving education; even, they can pack off what they earned in the motherland. Since then, the regulations made "return to start business"a hot issue. It's no doubt that the students studying abroad have got the signal the motherland calling them back, and learned about the rapid development of China. They think it's time to come back and start business. But no one would disagree that "return to the motherland"is only an idea in their mind. What hold them back"

  What are they waiting for?

  "Family is the most counting factor."Doctor Lu who now is working in the Silicon Valley, USA said, "We are all doing research in America. We have stayed in school for many years and have strived for life in America for years. Now, we have got married and have families. If we go back and leave them in America alone, it would be too hard to them. It would delay my wife career if she goes back with me. Our children may also be a problem. I have two children, which are not permitted in china, I'm afraid the little one can not gain citizenship if they go back with us. Also, the environment, living conditions and quality can not match the level in America. In the Silicon Valley, we can easily earn US thousand one year. But it may be very difficult to earn so much if we go back."

  Doctor Xiao who is living in Canada said, "Family is the biggest headache that hindering them back. Those in America maybe want to move their families back to the motherland, but those living in Canada may not do this, for that Canada is a migration country, one does not have much feeling of inequality. And we do not have to worry our children's education; all are in canonicity. Our children have been used to the life in Canada; they perhaps cannot catch up with other students if they go back, because their Chinese are not so good. Furthermore, many students in the mainland also want to go out to study in Canada or America, so we don't want our children to go back. If I leave my wife and children in Canada, disharmony may occur in family. I have considered all the details, I can not make up my mind even if I'm eager to go back."

  The policies are indeed very favorable, but they are afraid that the policies cannot be really carried out. 'The policies are really very favorable; we are surprised with some terms, too."But the policies are make by people, the superstratum in the government are very eager and ebullient to get us back. It cannot be assured that we will not get the cheese later in the substrate government. Even the leaders in the government may know this clearly, they know that the service in the mainland is not good enough. Doctor Wu said, 'To start business in China is a complex and back-busting process. One should have deliberate consideration before coming back."

  Doctor Luo who is living in Germany said, 'The service in the mainland always makes me feel uncomfortable. I only take with me Marks when I went back last year. I went to several banks to change themsintosRenminbi, but nobody answered. In Germany, the worker would come to you and ask what they can do for you no matter which bank you enter. How can I go back to start new career under such conditions!"

  "The students abroad dare not come back partially because of the tiresome work of talking with examining and approving procedures."Doctor Gao has deep feeling on the difficulties. "One's daily life is quite simple and easy in America besides the work pressure. You needn't provide money when opening a company, US can solve all the procedures. You only need US and two weeks to open a corporation limited. We have to get visa first if we want to go back, and there are no sound managing and equal contesting system. I think most of the students and scholars will not choose to come back now."

  Flying both sides

  Although there are many inconveniences in the motherland, many students have the idea of coming back; also, many have come back. Their experience is "flying both sides"Doctor Wu said it's better for them to fly constantly between China and America. "For that telecom is an industry developing very fast. If I give up my career in America and come back, that means I will lose the information source. If the knowledge can not be renewed, it will become dead. So I choose to fly both sides. Thus, I can also take care of my family." "For people like me, we may contribute more for the motherland if we stay abroad." said Doctor Ding, a vice president of an university in Germany. "I'm in charge of the research in the school, managing more than one hundred research items. This is asgroupsadvantage. I can be the intercommunication bridge of the two countries. I can do more contributions for our motherland than go back and become an engineer."
