  The United Nations Human Development Program has released its yearly study on the quality of life for people around the world. The UN report was started in 1990 to measure the progress of nations based on the lives of their citizens.

  This year's report lists 173 countries. It is based on the length of time citizens are expected to live, their education level and the amount of money they earn. Norway was listed as the country providing the best quality of life for the second year. It was followed by Sweden, Canada, Belgium, Australia and the United States. The twenty-four countries at the bottom of the list are all in Africa. The report says many countries in East Asia have made progress since 1990. They include China, Singapore, South Korea, Thailand and Malaysia.

  In Latin America and the Caribbean, as many as nine countries improved since 1990.They include Chile, Costa Rica and Panama. At the same time, many countries in Eastern and Central Europe and the former Soviet Union lost progress in the quality of life for their citizens. This was because of problems with economic reforms. They include Russia, Ukraine, Moldova and Tajikistan.

  This year's human development report centered on the issue of democracy. Researchers found that a majority of people live in countries claiming to be democratic. However, civil rights and political freedoms were limited in 106 nations. Also, the number of voters taking part in elections is decreasing. In addition, cheating, wrongdoing and unfair politics have weakened the democratic process. In some countries, elected governments have not carried out democratic reforms. This has led to public opposition to the government and a return to military rule.

  UN officials say that democratic changes are slow in some countries. However, the report shows that international development goals set at the start of the twenty-first century can be met. For this to happen, they say developing countries need to move quicker toward economic, social and political reforms. And they say rich countries must become more open to trade while increasing aid and other resources.

  Children can be taught to read and write and to do both with ease and competence. In spite of all the evidence today to the contrary, that is one thing we must keep in mind. Now more than ever before, the ability to understand what others have written and to express oneself clearly are necessary adult skills. They are skills no one is born with and that everyone who is to become literate must learn.

  Given a chance, children can learn to use words exactly and vividly to write about the world they are so busy discovering, as well as to express their thoughts and feelings. They can learn how to tell a story, how to describe accurately an event they have watched or taken part in, how to give directions to another person who wants to go somewhere or make something, how to organize an argument, and how to share with others their moods of excitement, anger, fright and happiness.   The facts are well known. The question is what we are to do.We must reject most of the current theories as to why our children are not learning. They are simply poor excuses for our own failures. It is said, for example, that television is so attractive to children that it is keeping them from reading. But watching television for reasonable periods of time and with some attention paid by parents to the quality of the programs is at least as useful in learning to read as the same number of hours spent roller skating or playing balls. It is certainly true that many children would benefit by more active play out of doors, but this would not turn them into readers. Just because children learned to read in the past does not mean that they spent all their school lessons required. But it is also true that children today who do learn to read and write do not treat television as their only resource.

  Few institutions are more important to an urban community than its police, yet there are few subjects historians know so little about.   Students' Use of the Internet

  Students tend to use the Internet more and more frequently nowadays. The chart shows that the average number of hours a student spends on the Net per week has increased dramatically. In 1996, it was less than 2 hours. In 1998, it increased to almost 4 hours, and in 2000, the number climbed to 8 hours. By 2002, the number rose to 16 hours.

  There are several reasons for this: first, easy access to the Net attracts more and more students; the rapid spread of personal computers, telephones and Internet cafes make it easy to go online; in addition, the Internet facilitates many aspects of life. Yet another reason is that it is a necessity for national development. Many people believe the Net is the perfect vehicle to transport China into and through the 21st century.

  However, there are still some problems: harmful material and false information may be accessed; online charges may be too expensive for students to pay; some students' academic progress may be affected by too much time spent in Internet cafes.

  My advice is to use the Net but do it properly.
