央视新闻报道，日前，中俄签署重大军售框架协议。中俄合作建造4搜“拉达”级潜艇出售给中国。中国向俄采购24架苏35战机。

　　Beijing and Moscow signed two arms-sale contracts in which China will buy Russian fighter jets and submarines, media reports said。

　　媒体报道称，中俄已签署两份军售合同，中方将从俄罗斯购买战斗机和潜艇。

　　Arms sale就是指“军售”，arms-sale contracts则是“军售合同”，军事对立双方的“军备竞赛”则是arms race。此次从俄罗斯购买战斗机(fighter jets)和潜艇(submarine)是近十年来中国首次从俄购买大型军事技术装备(large military technological equipment)。中方观察员表示，此次采购不指向任何第三方(not directed at any third party)。

　　美国曾经对中国实行的“武器禁运令”是arms embargo。Embargo的意思是“禁止贸易令；禁运”，例如：impose an embargo on commerce with some country(禁止与某国通商)；The country has put an embargo on all imports。(该国对所有进口品实行禁运。)“解除禁运令”可以用lift/raise/remove an embargo来表示。
