为贯彻三中全会精神，国家信访局将通过畅通和拓宽信访渠道、依法规范信访工作、大力推行“阳光信访”和全力推动群众合理诉求的有效解决，四方面推进信访改革。对于非法截访则将发现一起查处一起，决不姑息。

严厉打击非法截访

　　A reform blueprint released by the Party in mid-November stated that the petitioning system would be reformed and the online petitioning system would be set up.

　　党在11月中旬公布的改革蓝图提出将改革信访制度，并建立网上投诉体系。

　　State Bureau of Letters and Calls(国家信访局)将改革petitioning system(信访制度)，建立online petitioning system(网上投诉体系)，方便群众lodge petitions(提出诉求)。

　　当前群众投诉最多的是inappropriate land expropriations(不合理征地)、housing demolition(房屋拆迁)和有关labor and social protection(劳动和社会保障)的不满。
